Hello, I am wondering whether it is against the rules of the game to make another account on another country`s server in addition to my USA1 account.

Yeah, is multi accounting if you have more than 1 acc on your server. Or if you use pw sharing.
Having acc's in different servers is not

Well, technically it's still multi accounting, just not the illegal kind. Since you still will have multiple accounts. You're in the clear though.

Is sharing a password with a deputy or a leader in a alliance against the rules? GGE bans "Account Sharing" Does that fall under that category? What if I am under attack?

Yes it does , if you are under attack either hope you get support and have a good deff set-up , or choose to be called and come online yourself but sharing your password with anyone under any circumstances is against the rules!
