Why do we have a Wishing Well,
which has cost a fortune to build up, when GGE have decided no longer to give us members/players ANY chance to get the coins who is 
required to use it ?

This has been asked many times, there is a search option in the forum where you can find what you want.
But to be more easy for you, the Wishing well will come back in game once they fix what is needed to fix on it.
Stop asking same questions again and again.

Absolutely nothing happened to the wishing well, it still functions exactly as it did when it first came out, so have no fear. If you spend rubies on upgrading it you will still get the same exact benefit from the well.

But they've removed the ability to get pennies as originally set up.

At the very least, GGE should have given us the option of a 1/2 refund of the rubies we invested in building the well up.  (1/2 because we did get the originally intended use out of it for a while).  But when you implement something at high cost, then take it away, it leaves a sour taste.

I know it will never happen, it's just another reason why I cut my spending in this game way back.  I have plenty of money, and I still enjoy the game, but I refuse to spend much on companies that do not respect their consumers.

Hey I was just answering the question ;) 
I actually don't have an issue with the no-refund issue, mainly because we still got the bonus as described. I don't like the fact that they took away the pennies, but I understood why they did. I mean I was grabbing about 4-5k rubies per day without spending a dime.

Yeah I know, I just wanted to go off on my own tangent since I'm still annoyed that GGE does this to things we had to invest purchased resources into.

To me it's nothing more than a drawn out bait-and-switch.  If you're going to do that, then give equitable compensation to those who leveled up the well to 10 before you took penny rewards away.

I'm not going to boycott the game over it or anything like that.  But I've lost trust in them, which means I rarely invest in  this game with money anymore.  I spend it on other games or hobbies where I know there will not be a bait-and-switch.
