I can get into the spy section but cannot click on the fire starter.

As long as you have a Tavern, you can sabotage. On the spy menu there is a flaming torch icon, click that and it will allow you to send agents to sabotage your opponent instead of espionage. This option will only be available when you select a player castle - doesn't work on NPCs.
