The maximum speed bonus for a commander is 80%.  Is the "Fleet of Foot" bonus added to that - or does it max out at 80%?

GGE has almost no maximums.

They said the maximum for attack bonus for comms is 90-90, Enter a NEW 110-110 Comm!

Btw, it doesn't "maxes out", the bonus will be added anyway.
