The game says You do not have a free castellan to capture this outpost. Your estate determins to number of castellans you have available.
I have a level 3 estate. Why don't I have a free castellan? None of my castellans are "deployed"

If you currently have three outposts, you are using all of your available castellans.

Castellans for outposts are used if you have an outpost, but the only time they're deployed is if they're capturing an outpost.
