Current thing you pick what you want if you buy 50k rubies.  I can but 30k and get 75 does it still count as buying 50k?

you must buy at least 50k so would need 2 x 30k or 1 75k buy

The tier rewards for buying example 50k are fulfilled of how many rubies are credited, not how many you buy base. If you have a 50k requirement and buy 30k with a 100% booster you'll technically have bough 60k and will therefore get the rewards.
