Think the problem is that GGE don't want to curb the amount of revenue they can get so instead of putting PVP which doesn't make them much money they just spam out loads of PVE events then way more money as if GGE had say a limit to how much someone could spend they would lose a lot of money even if it was at say £10k.
I hear what you are saying overlord, however, players complain about the targets being unobtainable, however, ruby whales have shown, over and over again that with a bit of money, they can reach that goal and create a further record. Records are being broken on every single server. fyd69 took a capital all by himself on the French server in 30 minutes (he is a massive ruby whale), how about the guy on the Turkish server at the moment who has nearly 10k of seasonal points, these guys are pushing the bar too high and as a consequence, normal, day to day players cannot get a look in for the rewards because the bar has been set too high. Before you know it, GGE will have to set the bar even higher because records will continue to be broken, whether we like it or not. So, what you have to ask yourself is,is it really the fault of the devs, or is it really the fault of the high rollers? I don't blame GGE, I blame those who push the bar too high for us to reach.
I blame both really GGE should have never let ruby whales rule all servers. 
Well, the whales, just like everyone else are free to do whatever they want with their money. However, once GGE noticed that the whales were going beyond the limits of records, they decided to up the ante by making it harder. That pushed the whales into spending just a little bit more to claw it back and go beyond that point. It is a typical arms race if you will. Bar goes up, whales go beyond it, bar goes up further, whales go beyond it. It won't stop until only one player is capable of not reaching that particular bar that has been set. The whales are more to blame than anyone.

The problem here is that, they're setting the bar up high because of the whales, they shouldn't judge how much Glory points or gallantary points you need to reach the bar for each reward from player's that dump in hundreds, if not thousands of dollars every event just to maintain the top place, but instead from the average Joe who spends little/no money into the game, if the whales manage to gather Way more points then required for any tier of rewards, then props to them, they'll be able to get the Top 1/10/20/50 and whatever set of rewards (which is usually very Top-tier) it holds in place, but they shouldn't make all of the rewards difficult to reach for the average player because it just makes the entire event a lot more unfair then it already is, it's not that adjusting the difficulty of the rewards are going to reduce their revenue(or at least not a noticeable amount to any degree) and even if it does, it's a good trade off because it makes the players happy and feel like they didn't waste their entire team grinding a bunch of NPC's, because having happy players means they'll get a lot more money from other players.

You'll find the images half way down the page. They are all correct and the numbers add up. The guy who took out the 122k defenders took it 3 times in total but gave up in the end. Apparently, he couldn't get the defenders to keep it.
