How do I trf Charcoal from EW to GE

go to the "map of the kingdoms" (lower right corner of the screen, icon on the left), click on the green part of the map, and there's a transfer resources button. I'm fairly sure this doesn't allow you to transfer kingdom resources before level 70 though.
