Theres a player in ruins near me and I am capturing his outpost. The coordinates is 1138:878. Is this what you call 100% burning? because I heard that if everything in the OP is burning, none will turn into rubble. Only the bakery is not burning maybe because its a ruby building.

No, 100% burning doesn't mean 100% of the buildings are on fire, it means that each building is damaged to 100%.

Hit the OP a few times to make sure that everything is fully on fire.
