can you only buy or win building items lvl 15 food? can’t we investigate and make it outselves.

nope, only obtainable via events and armorer shop

There hasn't been an option to craft base food items, only the build ones that give fixed amount of food per granary.

We can't make base food build items coz then it would be too easy to have high food production
At least according to GGS
