The same question for wood will probably be the same answer. I have just created 1 of each but dont know which one to push on with.

base production items increase the initial amount - ie before bonus's the others just increase the total so base items are better in the long run as they will give better returns as the PO increases !

In general, whenever you have base item vs built item (gives fixed amount of resources) you should use the base item for the highest workload building. The best increase you'll see with 100% workload buildings, afterwards with 75% 56% etc. Build items use only for very low workload % buildings.
