I captured a outpost recently because the player was in ruins and it didn't give me any of there decorations? I thought it used to or am I wrong? Also there tools normally it gave them to you.

It used to. But a long time ago they made tools not transfer to the capture. And once they made universal decor storage they ended the taking decorations
