Can you reduce the time of creating wooden shields for one minute or does it have a certain limit?

High PO, higher level siege workshop, certain build items (later on). They all reduce the time, although assuming everyone's workshop is level 3 the biggest impact by far is just "more PO".

There is a hardcap on how low you can go but you can only really reach that on maceman etc. for the others you'd need insanely high po

It depends on how many you want. The more being made the longer it takes
