I am a level 70 player who just started an alliance and I wanted to know how do I get members and grow?

I don't know about US1 but in most servers forming a new alliance at the current state of the game is not the best idea. You had better join an existing one. Besides that 'level 70' doesn't tell me much no that there are 800 legendary levels after that.
I warned you against it but if you want to do it then keep reading.

Now if you are determined to continue on with your alliance and not join an existing one-as most people would advise-then you can send out messages and invitations to other players, preferably those who have no alliance and then those who are in weak or dead alliances in your perspective. Don't be shy to do so as it is very important, since when you start up you aren't any notable alliance in the first place so players aren't going to look to join your alliance but you must reach out to them. This will not be easy in the beginning and he search can take a long time but is obligatory. Search the weekly loot section to best effect or the lists of players in events. They are easier to read and can tell who is active and who is not.

Also for a while you must invest most if not all your resources in the alliance funds to upgrade the alliance bonusses. That will require an enormous amount of rubies too. Due to this fact it is best to either be a ruby buyer yourself or have someone in the alliance that is a ruby buyer. One might say at this point that you can acquire tons of rubies by raiding high level npcs like robber barons, barbarians etc. While that is true from my personal experience, I can guarantee that it will not be enough to fulfill both your needs and the alliance needs in upgrades.

In order to gather the necessary resources for your alliance funds make sure to try very hard in events like nomads and samurais. These events not only give you a huge amount of loot(e.g. I got 31M last week just from samurais and I am no great player to speak of), but they also have a number of alliance rewards that are either resources or rubies. Furthermore alliance competition in such events can help your alliance show off once you have some members that are active and also participate in events. That is not entirely impossible even for a small or largely inactive alliance. I mean since you are level 70 you should at the very least reach 60k(yeah just 60k cause I don't give a damn for the deco at 90k when I AM OUT OF TOOLS) in samurai for example. That alone can get you pretty far in alliance rankings at least in INT 2. With about 90k points an alliance is likely to make it to top 20 in samurai too. Anyway it is important to show off so that people can get to see the name of your alliance. It will help to get more and potentially stronger alliance recruits.

Make sure to have a clear and short alliance description too. If someone accidentally bumps into your alliance and has no alliance at the moment then he might consider yours twice. Another thing is to make the description something that can make people remember it. Additionally if you have alliances that are much stronger and you have a pact with them or something like that make sure to mention them too-just send them a message first to make sure they are ok with that. These can help to draw attention to your alliance by potential recruits.

Then lead by example I guess. Don't expect your alliance members to do something you wouldn't. Try hard in events as often as you can and I mean in all events with no exceptions. Then make sure to care for your members, at least those who you are willing to keep in your alliance. If they are in trouble with someone else or they need food-that's was a common thing in the alliances I was before- make sure to do everything you can to help. ALWAYS SEND SUPPORT TO YOUR MEMBERS EVEN IF YOU DONT GET ANY. Participation in storm islands as an alliance is also important in later stages. And yes even a smaller alliance can do well there but don't expect too much. Make sure to consult the rest of your alliance for that event though so that you know if they can participate or not since it matters especially in that event.

Choose the people for important alliance positions extremely carefully. Make sure you can trust them and always prefer those who are active and long-standing alliance members, who are also good at handling the matters of the particular position-diplomatic skills for diplomat for example. If you want to reward a normal member of the alliance for his exceptional work at one event or the other then promote him to sergeant. That promotion isn't all that important so you don't have to worry much about a member not being able to do the important tasks of a higher rank instead. This means though that you mustn't give ranks easily. Especially not the higher ones(generals and above). As for sergeants you can have as many as you like but it is better to hold that rank back also for those who are hard working only.

Don't get into much trouble and be a good diplomat. In  the beginning you need to make sure to keep out of trouble an know that you and your member will be easy prey for stronger foes. Your ops and rvs will be looked upon as easy targets and you must be able to protect them. For that reason it is best to concentrate your entire alliance in green in one place and also occupy nearby 8 food outposts. For a low level alliance close proximity matters a lot. Then in the kingdoms if you have allies who haven't entered one of them then make sure to tell them to spawn where the rest of the alliance is situated too. Also make friends with other alliances stronger than yours especially those close by. It can help deter enemies in the beginning. Also don't get into wars you aren't strong enough to beat. Better find a way to get out of them. In the begging I would say stay out of wars altogether but remember that sometimes war is necessary. If an alliance of equal size or that is beatable by yours threatens to or captures your rvs or ops or attacks your members then fight them. It is important that you do so, so that your members can feel safe within your alliance. In addition showing weakness in front of another alliance that you could possibly beat is a bad sign to other alliances who will not think of your alliance seriously if you do that. They will be more prone to attack you.

Consider merges carefully. If you grow to having an alliance with a large amount of the alliance upgrades finished and with a substantial amount of players(say 40) then you might want to think about asking a smaller one you are friends with to merge with you. That is good for the larger alliance. But if you are a smaller alliance asked for a merge then you should think carefully if it would still be possible to go on, on your own or if the merge is the best option. A merge is generally helpful because it mostly is offered by smaller alliances that belong in alliance coalitions. E.g. My alliance once was Spartan Kingdom. They had several powerful members and the alliance was generally doing well in events. Sometime when we had about 30 members a sub alliance of NEXUS asked us if we wanted to merge with them. The merge was made and NEXUS PK was formed(yeah I am missing some details here but they are not important now). But most of the members of Spartan Kingdom after a short while left NEXUS PK to join Blaatand(our old leader Gladiator even was their leader for some time and then he quit) and only a few of us remained inside NEXUS. Moral of the story: don't expect your alliance members to keep being united after a merge. A merge can give one the opening to search for a new alliance elsewhere since he is no more entirely in his 'own' alliance in the short meaning of the word.

Manage the announcement in the alliance carefully. Write some basic stuff there that are absolutely important, like how much loot per week you'd want your members to have or important news you'd like to share, rules like DONT SHARE YOUR PASSWORDS OUTSIDE OF THE ALLIANCE AND ONLY SHARE THEM WITH DEPUTIES OF THE ALLIANCE(write that in big letters so that everyone can see) and basic instructions like let's say that in case of an attack a member wont receive support if not adequately defended himself. Then post important stuff or ideas in the notice board like offline defense setups(that was a common one in my alliances) and also a thread of introduction between members(stopped using that after a while though). Make sure to update the announcement and the notice  boards regularly. Also update the alliance description regularly if you contain specific coalifications for membership for example or if you belong in a union of alliances(say nexus pk is in the nexus family but they changed their name from NEXUS to Avengers so we changed our alliance description to fit the change). 

Side note: Some of these things are helpful early on, others are helpful after an alliance has been developed substantially but not fully. Take this information with a little grain of salt since this is coming from the observations of someone that has been a member or general in some alliances but NEVER a leader of one. So yeah you'd better get extra advice from someone who is more knowledgeable on the subject than myself.

Side Note 2: Even if you read this still consider against making your own alliance. It may turn into a waste of resources and time and will most likely end in failure.
