All build items for wall capacity have been fully researched and the highest I have is level 2 wall capacity build item. There is something wrong. No other castles have any higher than level 1 capacity build item except main has level two. Why don't I even have level 3 through 8 yet alone level 9 and 10?

You still need to go into the construction menu and upgrade the item.
Unequip your level 1/2 build items, go into the construction menu, select the specified built item, and upgrade them.
Then reequip and presto.
