Is it a one time offer or will it appear a long time after you've used it and haven't bought rubies in a long time?

It appears often if you have never bought any rubies. But once you give in to the temptation, then I think they never come back, or they are that rare. Instead, GGE give you other prime times like 100%,111% and 150%.(I think there are more).
So when you first make a new empire account, and it says Limited Time Offer for a 200% bonus, its just a market scheme
