I have run into a term of " tool burners "     what is this

In certain types of battles it is useful to burn the tools on the enemy's castles.  To do this you place 1 troop in each flank and center.  Depending on how many tools and how many troops they have, there are occasions when you can do from 1-3 Waster Waves (a.k.a. tool burners).  

For example, for a level 50 Storm Form in the Storm Islands, you would set the attack up as follows:

Wave 1                 L                              C                             R

1 troop                 1 troop                 1 troop

Wave 2                 L                              C                             R

1 troop                 1 troop                 1 troop

Wave 3                 L                              C                             R 

1 troop                 1 troop                 1 troop

Wave 4                 L                              C                             R 

100% Ranged     100% Ranged     100% Ranged

100% Tools          100% Tools          100% Tools

The first 3 waves are called Tool Wasters or Waster Waves

As well as being used against NPC targets, if you are at war with someone and are playing dirty, you send in tool takes to burn their ruby tools. 

This is has been an issue that level 10s burn level 70s ruby tools.
