WHen I surrendered my outpost i ended up losing lots of public order pieces and food items in my farm houses and granaries. Was i suppose to remove them...thought that troops and tools was the only thing you would loss if you didn't move them

It says very clearly that all the buildings, troops, tools, and resources in the outpost will be lost.
Sorry to hear that you lost a lot of PO and build items, but you need to read more carefully. Especially with GGS LOL

You don't lose PO items when surrendering an outpost though. Build items, yes, but not decorations
