When an outpost is  captured, I understand that public order items get sent to inventory. What happens to relic greenhouses? And relic barracks?

I've been told greenhouses go into storage, which makes sense since they are super duper and are basically a PO item with crazy powerful side effects.

I suppose the barracks with relic upgrades will stay as it is though

Ya they go into storage. I've capped a few OPs and they just simply get stored.
