why do I only have one spy agent despite having 4 taverns  grade 4.  I suppose the outposts  do not have taverns either as I cannot send out an agent if the only one is out from main castle

for starters...you can only have 3 taverns in your main castle, and they cannot be built anywhere else, but your agents can be sent from anywhere, not just you main castle. When you send out your agents, you are sending out all of them you have at once.   '

As a side note, you don't HAVE to sent them all out at once.  you can set the number of spies to send......
