how do u get relic equipment

There's several ways:
LVL 70: Alliance Smithy, the cost of which resets everyday. 
LVL 70 LEG 30: You'll start getting event quests which offer relic equipment.
(currently) all levels: rank promotions in the kingdom league.
Relic equipment is mainly for lvl 70s, so I wouldn't worry about it if you're under that/
