The question is to kill them all with 1743 trooos or 1743 losses? that can make all the difference. 1743 troops can only be accomplished if they're all attackers but 1743 losses can be done with fire cast and coin defenders on ametro or capital when hitting with royal tower bonuses.

Taking out 12000 defenders is definitely possible, but as stated in previous comments it'll depend heavily on troops and castellan/commanders.
The weaker the castellan, the easier it will be and the fewer losses you'll take. This is, of course, assuming you mean losses as @blueninja691 (US1) stated.
If the 12000 troops are attackers, then even a 4 wave hit using 1700 troops should be able to take it down even with a fairly decent castellan.
I, personally, have managed to take down 16000 ruby defenders that someone left under the protection of a Fire Castellan. It had extremely low stats, so with a decent commander (Crowlander for those interested) and demons, however I had 6 waves, so my troop count was double that of 1700.
Really, everything that needs to be said has already been said.
1700 attackers will never be able to take out 12000 defenders.
1700 attackers can take out 12000 attackers depending on castellan
