Recently, after I left an alliance, i got sabotaged 5 or 6 times from a level 70 player with 121 legendary level and then attacked by them. I am/was level 20 at the time and had no alliance so this seemed really unfair and a bit pathetic. I'm not sure what I had one to aggravate them, because I had not attacked any of their alliance (or subbed alliance if any) and was quite neutral.

IS the 70/121 from the Alliance you left? I am guessing it was not on good terms. Just find another Alliance that is more to your liking, and let them know UP FRONT what the issue is.

"Fairplay Rules" have no true enforceable nature to them...…...

No not my alliance. though the alliance had many enemies so possibly them but still it wasnt really called for

No need for fair play rules. All you need is a strong alliance that is capable of dealing with these sorts of situations.
If you continue to experience these sorts of issues without alliance helping, then perhaps it's time to switch teams.
