When surrendering an outpost will all build items return to me when its surrendered or should i manually take them off?

Not too sure but it's better to be safe than sorry, and remove them, as well as move all your tools and troops back.

it is one of the few things that almost work flawless, although it could be since last change in storm that traveling troops disappear, better leave the troops, they will return with the tools and ornaments

They will return, same when destroying a building they will return for free.

Troops and tools leftover in the outpost will be lost

Decoration buildings will be lost if not returned to storage

Relic Greenhouses are supposed to return, but I have not tested this.

I do not think relic greenhouses return as they are buildings

I believe they return in the form of the tokens you spent on them (essentially a refund).
