In Ice, Fire and Sand  My castles all have level 5 towers and a level 10 wall capacity build item in the Keep (nothing in the Relic slots). The numbers of "soldiers on the castle wall" differs between them. One has 525, one has 507 and one 563. What else affects the numbers on the wall?
