Relics are 100% the best commanders for PvP, but I'm not sure how available they are for below level 70's.

@Dreamer123 (GB1) The master summoner is a great option for low levels, once you hit level 70 relic coms are your best option, these can go up to 150% ranged and melee strenght with 120% courtyard and 50% units on the flanks.
