I have found that during diplomatic negotiations lots of alliances mention the rules of fair play. most of the time peoples perception of them  contradict each other, or the particular rule they quote seems so random that it sounds made up to suit their circumstance at that time.
I have been playing this game now for over a year and have never seen these "so called rules" published or posted anywhere.
Can anyone point me in the right direction?

Each server has its own rules. You might want to ask the top alliances in your server about this.

The only real rules are the GGS rules built into the game.  Everything else is entirely temporary based on what various alliances agree to.  These depend on what any particular group of players agree are civilized.  These "rules of fair play" are frequently broken by those that endorse them when they see an advantage to breaking them,

As the others have said, they are player created "rules" that are only "enforced" by those who agree to them.  Sometimes they are used as an excuse to go crazy on someone who is just playing the game the way it was intended.  Other times people really do mean well.  At the end of the day, play how you want, just be ready for the potential consequences of your actions...….

Fair play differs between servers could be enforced massively on one while another barely has any in my opinion fair play is good and quite bad at the same time the bad being it's forced a percentage of the player base to not bother hitting any players and treat the game as event based.  
This is the UK one bar it's a year old so may be outdated but you get the gist

INT3 has its claim to "fair play" rules, but I have never seen nor subscribed to them.  

As far as us participating in cross server events:



There are plenty of players from EVERY server who play to annoy.  Both in the cross server events and in their own server.  You have a fairly well documented one in AU1...........

People dm me all the time over fair play rules. I don't believe in them nor follow them.

Fair play is a delusion fostered by the strongest bullies to justify picking on those that can't defend themselves.  I tend to treat people as they treat me with the exception that I rarely retaliate and if I'm on I fire castellan, move out troops and transfer resources.
