Any idea when you start to get the quests that give relic items? I was told at lvl 70, but I only got 1 and then wasn't given any more. 
Do you have to be a certain LL?

I believe they're unlocked at Legendary level 30, but I'm not 100% sure on that little fact.

I think you may be right. I first saw them when I was LL 32, but the chances are I just didn't spot them when I hit 30!

I spotted them around level 32 as well! But that could be my stupidity of not checking the quest book earlier as well
