Ik heb genoeg bouwmunten.

Je moet die eerst vrijspelen in je zaal. / You have to unlock it first, in your hall of legends.

Like @Wiglema (NL1) said, you first need to unlock this building in your hall of legends.
You do this by using sceats (Zilverstukken) in the kingdoms league, you can then navigate over to the third tab in your hall and research this building.

To unlock sceats you need to be at least level 650.
