Highest level I've been is General so I don't know the answer to this.
Our Alliance was raped internally and ALL resources donated to an enemy by a spy insider.  I'd like to know if a member with the rank of General can be authorised to accept 50% peace offers and give everything away.  Is it a set rank that can do this or can the Leader filter whom can and can't do this by RANK settings as my Leader says that he has no control over this and it is pre-set by GGE.

GGE sets the rank abilities.  It's either at sarg or gen level that you can accept peace offerings as I recall.

I think it's general. I'm the leader of an alliance, and I think it says you can at the rank general whenever I try to promote someone.
