Hello im currently lvl 70 and legendary 13 but I still dont have the Quests to get Relics:
I think for Bloodcrow Events its 'Filling the War Chest' where you have to make glory and donate Coins to receive Relic Equipments.
Today we have Bloodcrow + Berimond and I still dont have these quests:

Can you explain how I should open that quest?

The Bloodcrow event quest is called "Everyone does their part" and is a 9 tier quest. They should be under the "Event quests" tab, you could try it again, if no luck still then I would recommend opening a support ticket about the issue.
