So I know the war horn increases the power of melee attackers, but is there something similar for ranged attackers, and how do I get it?

Er, thanks, can you be a bit more specific: which item is it, and is it under gold or silver coins. Sorry, there's just dozens of items and I don't know which one it is you're referring to.

Also, is there no tool, like the war horn for melee attackers?

no there is no simular item like that horn for ranged attackers.
search and you will find in the master balcksmith.

they are in gold and silver coins, only silver coins are weaker
