How do I send a screen shot to another player?

It's the 9th icon from the left on the icon bar in the forum as for alliance messaging I don't know

i use lightshot for my screenshots  if you copy the screenshot link   past it into the message box  and  in that link press the enter button at the .com like shown below and it should allow it to be sent to other people
