i want just to know (in case i bought that building from MB) can i add another food storage build item or all what it needs is relic food storage build item

it shares the same slots with the normal bakery.. meaning that you cannot apply more than 1 of each item across these buildings. So the answer is no, you cannot add another food storage item to the relic bakery if there is one already on the normal bakery.

what about relic tier if i added relic food storage on normal one should i add relic-prem on the relic one?

sadly it doesn't work like that either. If you have a normal relic food storage build item you cannot have a premium relic food storage item as well.

if one has a maxed bakery 40% does the relic bakery reduce consumption above that

yep, the food consumption reduction is added to the reduction from the normal bakery,
