Had several messages in our chroncle "dialog_alliance_chronic45_19" but what does this mean and where does it come from?

I cannot figure out how to upgrade Hall of Legends beyond 550. I am level 551 but the upgrade arrow does not appear.

Because max level is 550... doesn't go any higher.
