Wait a couple of days and you should have enough ressources.
If you have an alliance, ask them to ship you some ressources to help you out.
If you're without a helpful alliance, start trading between your members or even unrelated players near you.

Yeah, the difference really is minimal. I suggest getting a resource moat first and put your rubies toward moat tools and bakeries. Unless it is absolutely neessary for the ruby moat, I think it would be better to wait and upgrade other, high-priority stuff first. So now here is my question: Lets say I construct the resource moat, and decide to get the ruby moat (when I have enough rubies)-- am I able to just simply demolish the moat I have?

You click on the castle moat green upgrade button thing and it automatically replaces the original moat.

When you get to that level you will have so many recourses you dont even know what to do with.

That's so true ! but the best thing is to transport unnecessary resources to your outposts and to your castle in ice castle...

Please note: unlike the walls, the moats are NOT finished instantly

With a level 3 keep, the 10%-moat has a delay of 48 hours, and the 20%-moat has a delay of 24 hours

PS: You will be able to build the 20%-moat even if you don't have the 10%-moat

the moat don't have a "delay", what you are saying is the building time it takes
