hey sorry if this has been posted before but i cant find it. how do you access sabotage. do you need to be a certain level because i can never find the option

Go onto the espionage menu, and on the side of the menu should be a button called "Sabotage". Then you can sabotage. 
And you can be any level to sabotage a castle, you just need a tavern.

when sabotage succeeds, the victim will know who attacked him?
Also, what the use of burning a couple of buildings, it comes back to normal after a few hours!?!!

I was also looking for sabotage button but couldn't find it.Thanks for your help but I still can't sabotage anyone.Why?

There could be many reasons for that. Put your mouse over the icon and if it says "can be sabotaged in --:--:--" then you have to wait because the person has already been sabotaged or something. If it says " you can only sabotage players' castles or outposts" then you shouldn't be trying to sabotage a village, fortress or robber baron.
Make sure you have taverns and try sabotaging different people.

more guards using guardhouses prevents all kinds of spys. the burning buildings can be repaired which is why they are fixed over a few hours.

I think it's because of your recipients's level! Say if I'm level 13 and my target is level 4, you can't do it because they're really low level.

And this is partly true - not because you are lvl 13 but because your intended target is lvl 4 and still in protection mode.

You can't sabotage until your target is out of protection mode AND over level 10. Hope this helps.

Both the saboteur and the sabotaged must be out of protection mode.
