not really sure what 2 do ? do i need another storage shed?

You have more soldiers than your food production can support, the numbers are red because you will soon run out. the bar is in yellow because you dont have full food (eg 6999 food out of 7000)

I have yellow bar in 1 op for stone. I have up to 23% quarries fully developed + industry max. Why is it still yellow?

It seems to me that it it will get yellow as soon as it starts getting full. Questions is when it start getting full...

When your storage is completely full the bar will be red as it cannot accept anymore resources.

When it is yellow it is showing you that it close to full capacity. If you hover over the resource it tells you how much resources you gain per hour and the total storage capacity you have for that resource so you should be able to deduce how close you are to full capacity
