I select the place I want to Sabatoge, but I don't have a torch in the wheel O Choices. What am I missing here?

ao you click on place, espionage and then a torch. YOu cant sabotage rbcs

To the left of the sliding bar in the espionage window, you see a torch.
Click it and you are in the sabotage screen

Note: You can not sabotage NPCs

Well, you might be missing that wonderful explanation of why sabotage is the worst idea ever, and why you should NEVER sabotage unless you are going for the achievement available for it. But I think the two players above me explained how you can sabotage.
