I'm sorry, but you might need to explain a bit clearer what exactly you mean. I know that English probably isn't your first language, but we still need to know exactly what you want.
If you're asking when the game finishes, then it never does. The maximum level is 60, but you can carry on attacking, building and helping your alliance when you reach that level.
I don't really understand what "restart the game" means. You can make another account, but you must make it on a different world. Unless you are inactive for a certain amount of time (your level + 1 day), you are never forced to start again from level 1.
