This message will reappear again. You just have to wait until it appears again. These offers appear random in time so nobody knows when they appear in the game. It is just like events they appear and disappear.

You cannot click cancel on the offer. Do you mean that you clicked cancel on the ruby item you wanted to purchase?
GGS could not send you the message if they wanted to. This is not a once in a life time offer, so don't worry. It turns up rarely, but it still turns up.
