Ok, I just got the 500 rubies for voting and now have enough rubies to buy a bakery. I also can also expand my alliance with these rubies, but I can only do one thing. What should I do, bakery, alliance, or neither? I do not buy rubies.

If you don't buy rubies yourself, it's going to be next to impossible to build a strong alliance unless you can somehow attract some ruby buyers. I'd be inclined to say bakery, though it might be a good idea to try and wait for the 50% off bonus.

I personally always wait for the 50% discount for rubies before using them. That being said If you spend the rubies on yourself you can generally farm more out. I believe in self before alliance because then you can contribute more.
I have bought 5 bakeries and upgraded one of them with all the rubies I've earned and the discounts i've used. this involves buying an extra production slot most of the time for 50% off as well.

Yup, go for the bakery, since you'll gain more rubies when you level up and then you can focus on building up a strong alliance.
