what Castellano. and when or how I can create:)

At level 14, you can build an Estate (which is the equivalent to your Castellan term I believe).
After it is built, you can then capture an outpost of your choice. I really do suggest a food outpost, ideally an 8food with 2wood for you to start off. The next one (at level 19), should be another food outpost (ideally 8food) with 2stones.
It may seem like a bad choice for you in the short-term, but in the long term, you're going to have to abandon your outposts if you choose to do any different than what I've suggested.

Very marginally incorrect - you get the estate at level 13.

Yes. However, some of the buildings willl turn to rubble and some will set on fire. And, of course, you need to hold onto the outpost for 24 hours before you own it.

Just to follow up...
- What happens to the castellan of the defeated outpost?
Does he go back to the castle (probably drunk in the tavern for awhile rethinking career options
)?
Is he free to be re-assigned for another outpost (in Siberia perhaps)? - As sabotage is a function of the spy... Can this likewise be repelled by Guard Houses?

The player who originally owned the outpost gets the castellan back. No matter how drunk he (or she) is, the castellan can be re-assigned to another outpost immediately after the outpost is fully lost.
When I think about it, being drunk might explain why the castellan takes so long - it probably staggers back and forth on the way to the outpost and makes all the army bump into each other.
Spies sent on sabotage missions can get caught. BTW, there is a risk of them being caught even if there are no guardhouses in the castle, but I'm not sure how it's calculated.
