i spied an outpost belonging to player X who is level 25. However, the outpost was being occupied by a level 24 player Y.
how is it possible for a level 24 player Y to have veteran soldiers when he does not even have any research tower?

Support Perhaps? perhaps a member of his alliance actually send troops to support him, unless no one in his alliance is level 39

it could be posible. just that it is a waste to send troops from the kingsguard as support.

I have a question for you, since when the "Kingsguard soldiers" are veterans?

Maybe his alliance support it for him

i didnt know you can send support to outpost captured by your alliance member in the 24hour occupation period.
