The little camp that allows you to buy resources that comes to your castle from time to time, does that go away and never come back after you reach a certain level. It seems since I went to the ice world that little camp has not come back and its been awhile?

All the events are on a "random" rotation. The camp will come back again, but i can't give any details about when unfortunately.
