hey guys, is there a limit to expansion of members? is 21 the maximum number of members in an alliance? thanks

Unfortunately, no. All I know is that getting from 17 to 19 members costs 19600 wood, 15559 stone, 12082 coins and 23915 rubies. It costs more further up (e.g. getting from 49 to 51 members). So it is very expensive. You're going to need at least 4/5 people who buy a LOT of rubies to get anywhere close to 65 members.

In every world it is different. IN our world, Death riders have reached 65 members. Me and bob r in world 2, u r in au1. So u might have another alliance with 65 members, we do not know

Well, we are in different worlds, but some alliances have got 65 members. Death Riders does in WW2, although I can't actually see any others.
It's not too crazy, compared to individual ruby costs. A bakery level 4 costs 13,500 rubies, stables level 2 costs 8,900 and a watchtower costs 7,000. Add that up and times it by 7 (the number of castles you can get), and you end up with a big sum of 205,800 rubies. That's just for starters - if you want to have 3 construction slots, 5 recruitment slots, 5 production slots, marauders, overseers (and the special 30% ones), merchants, architects, drill instructer, the medico and bribes for the tax collector, you are going to need a LOT. People spend a lot on ruby tools, especially with the new armourer and the loot carts and war banners. Not to mention speeding up troops, tools and buildings.
Even 205K could buy you a few upgrades. You can get 5 members for free, and if they all donated that much, you'd get pretty far.

65 members is the max and yes in international 2 we have an alliance that has it already.
