unfortunately no
this would encourage bullies to force lower level players to give them everything

You cannot send gold, it will encourage breaking a rule

oh, ok thanks. I understand, but it seems that you could make a distinction between sending to an ally and sending to someone outside the alliance. Just an idea.

Even being in the same alliance could encourage bullying or cheating.
It would be easy to start a new account and only build houses, then send all the gold to another player giving them an unfair advantage over others.

Yes but the only thing you need to build an army is coins. To take away someone's coins could stop them from being able to build an army. Taking someone's resources can't.

Bullying for resources is within the rules. It goes against many people's morales, but it is even stated somewhere (*cough*supportfaq#8*cough*) that it is allowed. I personally don't do it, but it is a valid way to get resources.

Taking away resources can stop them from upgrading their barracks, towers, wall or gate, and stop them from getting non-ruby tools. But I guess that however good your defences are, you need troops or those bonuses will be multiplied by 0.

what if there were a ruby safe house to discourage bullying and multi accounting- eg you cannot lose/give coins unless you have 20,000+ that way high level players could help out alliance members, but bullying and multi accounting would be highly unlikely (it takes months to get that many coins while levelling up and defending yourself at lower levels, and few people above level 30 will get bullied, and the 20,000 safe coins can easily pay for an army (i dont mean the 600 man armies of later levels, but a 100 spear/bowman defending army)

I still think there are issues involved with this option. The game is designed in a way that without using rubies (GGS's only income) you can only grow at a certain rate. To enable high level players to provide low levels with coins could make the low levels less likely to buy rubies. I realise this already happens with resources but you can only build as fast as the game allows.
It would enable low level players to have armies well over their current abilities which may unbalance the game, allowing level 20 players to defeat level 30s.
Generally, I think there are reasons for most of the frustrating parts of this game, it's designed to entice you into buying rubies, whether it's buying coins from the travelling merchant or purchasing a gold rush package.

Please do not go off-topic. You should do a search, and if you do not find a relevant thread, make a new one.
In this case, however, you should not make a new thread or do a search. As has been said repeatedly, it is not yet known when the capital city will be implemented. You do not even know what the capital city is yet.
I don't know what you mean by "It did not unlock a quite a few days". If you are referring to the recent update, that was about several ideas completely seperate from the capital city. If you are referring to the fact that it was first shown on the news page a while ago, then ideas are shown on that news ages before they are added.

Any chance they'll make it so you can sell wood/stone/food for gold?

You already can, it's called the barterer.

That's the point - the barterer is extremely useful, but rarely comes.
