how do you know the player outside your alliance is online or not

You can't....that's to keep people from getting attacked while they're offline

you cannot know that, you can guess by seeing his castle and looking for buildings that are currently being updgraded/demolished/constructed, but you can't know when a player outside your alliance is online or not, if you can, that will ruin the game

You can also check the coin rankings to check for how actively the person plays

Well it works most of the time....
Like when I found that guy who gave me 127 honor and I ended up only getting 59 honor but 2,000 glory

I may have something, but it's alot of work.
When my alliance find someone that we think is not very active and we want to hit, we start a watch on him. Everyone checks him every hour we're online: Check all bases to see if anything has been started building and noting any movement on the ranking boards (down doesn't tell us much but with screenshot and an up tick, you can find something out.) So you watch a guy like this for a week or so, you might learn when he isn't ever on line
another thing; This might not apply or be allowed in this game, but in other games of this type I have played (ie: Travian, Stardrift, ect) sites have been set up by players that have auto scripts you down load to your computer that watch every thing you see in the game and then use this information to set up a timeline on the players you see. So, If player A is seen having nothing building at 1 am and then is seen having a Tower go up at 2 am and a bigger wall at 4am, the site records all this and allows all the players that use the auto script to see what everyone else has seen. I have no idea how to set it up or if it's legal in this game, but such a tool is Quite awesome in terms the power it gives you.

I do the first thing of watching another player's castle for some hours, and the "ranking" methods don't work every time, and is pretty innacurate to know if a player is online or not, as I stated before I hardly pick taxes ever, so if you attack me thinking that I am not active, you will fail as I am very active, and the second option is cheating, read the rules and you'll find out

To above: I have read the rules and I would argue the 2nd option is not cheating. The rules do not allow auto scripts to PLAY the game, and this system does not. The system described, if set up as I have seen it in other games, never touches the game. It records what you see and sends that to a completely different site to record and collect that information. The rules to this game are pretty much the same rules i have seen in many other games of this type, and I have never seen it declared "against the rules", if for no other reason then it is impossible to prove someone uses this system and who uses the system I employ with my alliance.
