I got 2 weeks off coming up that I'm going to spend watching a 2 new borns, a dog and 4 cats. Don't think I'll be to busy to try for a top rank, so when do they start each week?

Don't say "of course" - it isn't obvious. I don't want to get into the whole Sunday vs. Monday argument, but many people (including me) think that the week starts on Monday, and it would make sense for the weekly ranking to start on Monday.
Anyway, I would imagine that the weekly rankings start at 00:00 GMT+2, because that is the time zone that Germany uses. GMT+1 is only used in England, as far as I'm aware, so I don't know why they would use that zone.

The week does not start on any day. It's a state of mind - like a glass being half-empty or half-full. Generally, people consider either Sunday or Monday as the start of the week.
Unless you go by which day of the week you entered this world - my first ever week started on Saturday.
