Ok on my second empire or castle i cant make a woodcutter and that means i have to make wood at my main castle and transfer them over but is there a way to fix that and have woodcutters at all the outposts

you can't make woodcutters if the forest says no production possible when you scroll you mouse over it.

If it is a stone outpost then no, you cannot make wood there.

I suggest you make the second outpost a wood one.

I have two stone and one wood and this seems to balance out well for me.

You need more wood than stone at lower levels but that changes as you grow and you will need more stone than wood at higher levels.
